Welcome to the website of the Montesquieu Centre for Public Policy Studies (CMAP) – Political and Administrative section – of the Université catholique de Louvain. CMAP operates within the Institute of Political Science Louvain-Europe (ISPOLE) and is involved in numerous research projects and networks.
The Political and Administrative section of the Montesquieu Centre is run by Professors David Aubin, Christian de Visscher, Min Reuchamps and Nathalie Schiffino-Leclercq. Its activities span teaching, research and services to society in the fields of public management and analysis of public policies.
With regard to public management, the team at the Montesquieu Centre specialises in politico-administrative relations, budget management, organisational change and modernisation of public administration. In the area of public policies, the Montesquieu Centre provides policy analysis services, using both a comparative approach and case studies, as part of Belgian and international research projects, mainly in high-tech sectors such as environmental protection and multi-level regulation of industries and network infrastructures in the fields of energy, telecommunications and transport, biotechnology, and public health.
The members of the Montesquieu Centre also teach the Master’s degree in Public Administration at UCL, which is one of the partners in the EMPA (European Masters of Public Administration) network of excellence, consisting of about a dozen prestigious European universities. The course content draws on the Centre’s latest research results, as well as on those of its international partners. The Montesquieu Centre is also involved in the University Certificate in Evaluation of Public Policies; the Interuniversity Certificate in Prospective Analysis; the Interuniversity Certificate in Public Finance; the Interuniversity Certificate – Executive Master’s in Public Management; and the Interuniversity Certificate in Crisis Management and Emergency Planning (PLANICOM).
